I didn't think clearly when posting this. Just ralised if it is a code fragment being translated, then the implemented interface definition isnt available, so there is no way to tell from analysing the c# code that it is an interface being implemented not a class being inherited from. So my original post should be ignored

I didnt realise that if a code fragment is being translated, then the type definition may not be available so there is no way to determine that it is an event handler that is being removed. Please ignore....
